A person who has completed a teacher education program through Purdue University may apply for an original "standard" or "initial practitioner" license. Candidates must apply using the Indiana Teacher Online Licensing System (TOLS) located at

http://www.doe.state.in.us/dps/licensing/online_licensing.html.


Candidates enrolled for the student teaching semester are given a packet from the Office of Professional Preparation and Licensure at the mandatory student teaching meeting presented by the Office of Field Experiences. This packet contains information required for completing the licensing process.

 

Online Licensing

WHO CAN APPLY ONLINE:
A person may apply online for licensure that falls into one or more of the following categories:

  1. Original Rules 2002 license
  2. Addition to a Rules 46-47 or Rules 2002 license
  3. Renewal of Rules 46-47 license
  4. Conversion to a Professional Rules 46-47 license (Instructional Only)

Note: If you are requesting ANY other license/action, DO NOT proceed to the online application. You must print, complete and submit your application by mail:

HOW TO APPLY ONLINE
NOTE: If you are applying for an original Initial Practitioner license, you will need to provide the Office of Professional Preparation and Licensure with the following items prior to applying online:

Copy of the front and back sides of your valid, signed CPR certification card

Updated mailing address where the Indiana teacher license will be sent

You will not be recommended for licensure until these items have been received.

The Online System can be accessed via two different sites, depending on your entry level.

PREVIOUS ONLINE APPLICATION USERS:

If you have used the Online Licensing System for a previous licensing action and have a LOGIN account, go to:  https://pcats.doe.state.in.us/apps/psb/pcats

This will take you to a WELCOME page that will provide a review of the Indiana Educator Online Licensing System.  Read the preliminary instructions prior to clicking on CLICK HERE to access the LOGIN page.  For a review of the online licensing process, refer to the Teacher Online Licensing System page at the following URL:  http://www.doe.state.in.us/dps/licensing/online_licensing.html.

FIRST-TIME ONLINE APPLICANTS:

If you are using the Indiana Online Educator System for the first time, go to the following URL to access the Teacher Online Licensing System: http://www.doe.state.in.us/dps/licensing/online_licensing.html.

This system is for Indiana program completers who are applying for licensure and have completed coursework or graduated from an Indiana college or university:

1. Click on each of the three links: Applicant User Manual, Quick Tips, and Instruction Page to access the instructions needed to complete the online registration, login, and application processes. You will click on CLICK HERE on the Instruction Page to access the LOGIN page in order to complete the registration process. -continued on next page

2. You will create your own username when you register, but your initial password will be sent via the email account provided by you when you register. You will receive a message from dps_conf@doe.state.in.us with the subject area showing, 'Do Not Reply' DOE Division of Professional Standards-Online Licensing Account has been created. Click on the message to access your username and the initial password. Write down this information to reference for future use. You will create a new password when you LOGIN. You will be ready to complete the application process.

3. If you have a dual major or more than one content area and have completed all Praxis II tests for all areas, you only have to submit one application. You will type in the SUBJECT and/or ENDORSEMENT field the names of the content area (example: Mathematics and Exceptional Needs: Mild Intervention).

4. If you are an Elementary Education or Language Arts major with the Reading addition, you will need to click on ADD THE ABOVE REQUEST TO MY APPLICATION in order to add Reading to your license. Refer to pages 4 and 5 of the Application User Manual.

5. Note: You will need a major credit or debit card to complete the application process. All fees are non-refundable.

6. The Limited Criminal History Check is included in the online application process at no additional cost.

7. You will receive an email from the Indiana Department of Education, Office of Educator Licensing and Development (OELD) verifying your application has been uploaded. Print this email for your records. Notification of the completion of your online license will be sent to the Purdue University Office of Professional Preparation and Licensure (OPPL). The recommendation for licensure will be made after your grades and degree have posted to the Purdue transcript and OPPL has received your mailing address and the copy of the front and back sides of your valid, signed CPR certification card. You will receive another email from the DPS following the Purdue recommendation to notify you that your license is being processed. Print a copy of all notifications from the DPS for your records.

8. You can track the status of your application by accessing your account via the LOGIN page and view the information in the field below 'Applications in Processing' for current information.

9. If you encounter any problems or receive an'error' message, be sure to call the Indiana Department of Education, Office of Educator Licensing and Development Helpdesk at 317-232-9010 or their toll-free number at 866-542-3672.
